CONSENSUS MECHANISM

The 3/4 threshold balances security with agility. No single AI can deploy. No human can override.
Why 3/4?
A simple majority (2/4) would be too permissive — too many false positives would slip through.
Unanimity (4/4) would be too restrictive — legitimate opportunities would be missed due to one AI's hesitation.
The 3/4 threshold ensures strong multi-perspective agreement while maintaining operational agility.
